North American borders are on high alert when credible intelligence warns of the greatest threat to national security since 9/11. SUSPICIONS Retiring Border Service Officer Russ Norman's final shift is anything but quiet. Unclaimed luggage, which arrived on a flight from Hong Kong with a suspected drug shipment, are picked up after several days. Moments later, a mysterious refugee claimant, Hassan Zadeh, arrives on another flight from Hong Kong. Russ asks, could these events be connected? COINCIDENCES Postretirement, Russ runs into the primary suspect from the drug operation while on holiday in Hong Kong. A few months later he joins his son-in-law's detective agency, Watchdogz, and accidentally discovers Zadeh's best friend is a chemical engineer who has a puzzling past. These chance events lead Russ to contact his former colleagues in Border Services. TERRORISM? Russ narrowly escapes an attempt on his life. Seemingly unrelated arrests, deportations and murder gets everyone scrambling. An attack of huge proportions seems imminent, but who is involved and what exactly are their plans? Just when law enforcement agencies in both Canada and the United States think everything is under control, a single unexpected act catches everyone off guard. Can Russ and Watchdogz put it all together before it's too late?
